This was 'Cappy' Smart, Calgary's first Fire Chief for 35 years.

He was the organiser of the original volunteer Fire Department in 1885. He was Marshall of the Exhibition and later Stampede parades from 1904 until 1939 when he died. This was taken at his last parade, shortly before his death in 1939.
