J. Walter Ings was born in raised in Charlottown, Prince Edward Island. In the spring of 1884 he joned his brother Fred Walter at his ranch on the Highwood River. Walter later purchased Fred's share of this ranch, the 'Rio Alto'. He operated it until 1918 when he sold the twenty thousand acres and twelve hundred head of cattle to Judge Mayor of New York.
