UNITED STATES REPRESENTATIVES Kn, Chamburiata, Hanter, Inc, South Michigan Bled., Chi 25 oth Avenue, New York: BRITISH REPRESENTATIVE B. Greenwood, iyron House, Fleet Bt, London, Eng: et SATURDAY, APRIL 6, 1916. The people of the city will be interested in learning from a de- bate in the legislature that there was a deal between the Northern Alberta company and the Pelican company by which the latter was, under certain conditions, to be- come possessed of the gas fran chise granted to the formey vom pany by the city. Tt seems: to be getting quite the rage to try to acquire city franchises by ways that are dark and by tricks that are peculiar with the assistan: of the provincial legislature. The at tempt to railroad the hydro deal through the House without regard to eithi r the taxpayers of the city or-the provisions of the city char- ter Was. moye iu the same diree- tion. To the eredit of the legisla- ture the gas attack was headed off and th re-is Chavied yet that the hydro proposal will be sent along to the taxpayers for final ratifica- tion or rejection. The people of the city, of course, have no more merey to expect from the Northern Alberta Gas company than they would have from the Pelican vompany: Nev- ertheless there will be satisfaction that the legislature turned down the bill by which the Pelican would have attained power . to squeeze the city gas franchise out of the Northern company. The public have a natural, and very proper inclination to know who they are dealing with where ao franchise is concerned. Also a Predisposition against traffic in franchises without consent of the payers. Also the people of the city want gas and there was a possibility that under the powers asked for the promoters of the Pelican bill would have been able to hold up the operations of the Northern company until that eon- cern came through with satisfac. tory concessions. The provincial legislature can- not afford to have the impression spread that it can be used as a donkey engine to pull and haul in the interests of corporations or Promoters who fall ont over the division of the spoils. For that reason the members are to be con- gratulated on having in committee thrown out the bill of the Pelican company asking for powers that would have enabled it to put the squeeze upon the company holding gas franchise from the city of Edmonton. That seemingly was the only power the bill would have conferred that was worth any- thing. The demand for gas in the towns north of Edmonton is not large, and the supposition . that the company wanted to go into business for the purpose of sup- Dlying that demand is ridiculous. That was the only other conceiv- able purpose the bill had other than that of giving the Pelican a grip on thie Northera to imake them let go the city gas franchise or otherwise come across Incidentally, the turn-down of the Pelican and the Northern Commereial gas bills in the legis- lature lias importance for the tax- payers of Alberta towns generally. One clause in each of these bills Proposed that the council of a The Morning 2 Bulletin 90.00 Butie- a dors, not, mail receipts for remittances period for Which your subscription 14 pald. But in effeet it would have beon the thin end of the wedge that would have loosened the grip of the taxpayers of every municipality in the province upon every franchise they possess, Tha legislatire deserves thanks for having killed the effect by killing the bills introducing the cause. Some of bur Robert. Borden's parlaimentary supporters think it would be a good scheme to form a coalition government at this stage of the proveedings: So it would be for Sir Robert and the party that has to answer for the last two years. It will be time enough to tale coalition government in Canada when the coalition government of Great Britain has shown that a mixture of oil and water is an improvement on both. And when the Borden Government has shown that it has anything to put into a coalition other than an accumula- tion of liabilities. : If the parliamentary supporters of Sir Robert Borden jare con- vinced that he cannot carry on the business of the country efficiently and ereditably they know what their duty to their country, their party and themselves requires them to do. If they were not con- winced of that they would not be proposing to share the prestige and patronage with the opposing party. ; The Borden ministry could put nothing into a coalition govern- ment but their talents and their record. And if the record made by their talents is such that their parliamentary supporters have lost faith in them, said talents and record do not constitute a working capital that would be of any ad- vantage to the other party to the Proposed coalition, When repre- sentatives of the present Govern- ment want to coalesce jwith the Opposition it is a pretty s fe sign that the government is bankrupt, and therefore not worth coalescing with. would be off-set by the introduc- tion of divided counsel as to what should be the aim of publi i and liow to attain it. govermuents on either-side of the Atlantic have been larger in the output of disappointment than of achievement. If the Borden gov- ernment tannot function as a gov- ernment it should get out. ' It would take a lot of persuasion at this juncture to. make the Libe- rals of Canada believe that it is their duty to assume the inheri- tance of scandals they would have to shoulder if their leaders entered a cabinet with. members of the Present administration. The horse deals and the boot deals and all the rest of the odious transactions down to Col..J. Wesley Allison are the sole and exclusive political property of the party in power. If any of that party s representa- tives in Parliament think the party is not welcome to the property they were never so mis- taken in their lives; The Liberals of Canada are not yearning for the privelege of sharing with their brand of distinction which at- taches to the present Dominion From Toronto Evening Telegram, approved.
