The size of the benefit will be based on family income and the number and age of the children in the family. The government is redirecting child benefits to low and modest income families. Under the new program, most families with incomes below 50,000 will receive increased annual benefits. All families with an annual income up to 67,000, will receive some level of benefit. For families with three or more children, payments will be made at income levels about 67,000. Low income working families will receive an earned income supplement of up to 500 a year. Families moving from social assistance to the workforce often face greater financial difficultries as a result of job-related expenses. The supplement will help to cover such ex- working families who, in 1991, earned between 3,750 and 25,921. During November of this year, the federal government mailed notices to Family Allowances clients telling them whether or not they are entitled to the new benefit and if so, how much they will receive. The consumer subsidy, which was instituted to moderate the price that consumers pay for dairy products, will be cut from the current level of 6.03 per hectolitre to 5.43 per hectolitre for the next two federal fiscal yers.
