More Hopeful Outlook So much has been heard dariug the past two cr three years about hard times in Canada, with reports. of Unemployment, emigration: to the United States, ete. ete., ihat it is a wetcome change to now. read from week to week pf steadily improving conditions and te note the more hopeful tone prevailing. {t is undeniably ‘true that during recent years times have been exceedingly tryiug and dificult for many people, and that heavy responsibilities have been carried by business men’ gene rally during the prevailing period of -depression. Lut after all, the number who engaged in downright blue.ruin talk was small, albeit at limes rather noisy. ‘ : The tide has changed and is growing stronger, with the result that thous- ands who emigrated to the United Siates are now coming back while the im- migiation of new people is increasing. Unemployment has lessened and continues. to grow smaller, and mercantile business, wholesale and retail, shows steady improvement. Huving heard s0 much that was discouraging and inducive of despondencey in pasi months, let us record-a few facts reveal- fog the presunt betterment wiih all their significance for continued progress, The number of business failures in Canada during the first three months of this year was 785, compared with 1,032 during the same quarter of 1923, and liabilities were more than one milHon dollars less. - Loadings of freight cars on tanada’s railways during the ‘first five months of the year were nearly: 100,000 greater. than during the same. months a year ago, and railway earnings exceed those. of a year ago by over three million dollars. : : . is : While building permits in the larger Eastern: cities, notably Montreal and Toronto, show decreases, the reverse ‘is true in the West. | Western permits are more than $2,000,000 greater than’ at this same period a year ago. : More than’ 450,600,000 ‘bushels .of Canada’s wheat crop of 1925 was mer- chantable as compared with 389,000,000 bushels the previous year. Last year’s merchantable yield of gats was 535,000,000 bushels- against 452,000,000 in 1922. According to daia given out at Winnipeg, the net value to farmers of last year’s, wheat crop, in the West alone, between September-1 and April 30,,is more {han $44,000,000 greatér than the value of the previous crop.’ On the other-hand, crop conditions in the United States are less favorable than for twelve years past, and wheat prices are on an upward ‘trend: fidently predicted that-the United States will. be obliged to -import larger quantities of Canadian wheat this. year. . Despite: the outery niade by some manufacturers over the recent tariff changes, the industrial situation is likewise improving. The Ford Motor *- Company of Canada is manufacturing 45,000 more cars this year than in any previous year: The Canadian General Eleciric Co. is erecting a $350,000 addition to its plant at Peterborough. Even shipbuilding firms.are now A most significant statement_was recently made by an official of a big Eastern manufacturing concern when he said that in any section of Canada where the natural resources of the country are being developed, business is ex- ceptionally good: | This bears out the contention made over and over again fn this column that what the manufaeturers of Canada require Is not more ‘tariff protection, but more energetic action by: themselves in developing for use the great wealth 6f natural resources in Canada... A little more faith in themseites and-in Canada, a little'more courage and iniuative, a willingness to risk a little in development enterprises, instead of relying so largely on spoon-fed assistance through the erection of tariff walls to shut ‘out competi- tion, would: quickly revolutionize the manufacturing industries of the Domin- ion, put new life into them, and through the development of our resources 4ncrease employment, and: create new business in all directions. ; : > Many instances could be cited of improvements recorded in other depart- ments: of business activity, such, for example, as one tea distributing firm whose volume of business is 20 per cent. greater than a year ago; or another firm engaged in the same ‘business whose increase fs 30 per cent.; or of a firm producing grape juice whose 1923. sales were 40 ‘percent. larger than in 1922 and whose business this year is increasing over that of last year. There is no ground for pessimism in Canada, either east ‘or west, In this Dominion we do not, as a rule, jump from profound depression into fever- ish activity as they frequently do in the United States. Business in this country takes a slump more gradually and recovers in much the same way.
