Morkins donated new Atom B jerseys this year, which * were greatly appreciated by the players and the Claresholm Minor Hockey Association For fast relief ofaches and pains. Buckley's oo BOER M EERE ERB ED More Letters: continued from page 4 Priorities switched DEAR EDITOR: To the average layman, who is not familiar with the higher learning. of our law enforcement administration, the establishment of logical and intelligent priorities would appear to be completely lacking Is the prime duty of the Calgary Police Force to protect the individual from himself and raise money for the coffers of the City of Calgary or is it to keep law and order and protect the citizens of Calgary from the criminal element? I thought it would be the latter but lam sadly mistaken. Last week the priority task was to track down and freedom of choice is irrelevant and a non-issue, Our Government is only interested in our safety. How commendable. We are most fortunate to be controlled by such a considerate group of administrators. Last week our seat belt enforcers ticketed over 350 culprits. who did not have their belts fastened, and raised over 39,000.00 for the City coffers. While our boys in blue were hassling wayward drivers, vandals were allowed to roam the residential areas at will, If some of our cruiser cars had taken a leisurely drive through a few of the summons all drivers not-wearing a: residential areas perhaps their Seat belt. All other tasks were presence would) have been a secondary. A seat belt, it is detterent to those planning a heist claimed, will protect a driver from injury no matter how severe the accident. The tramptitg of our Repatriation practiced DEAR EDITOR: The Alberta Foster Parents Association would like to state its position in light of the recent publicity concerning repatriation of children in foster homes to Native and communities. The A.F.P.A repatriation as a policy. It reservations about the way repatriation is practised, There are Serious qu stions as to whether the principle of the best interest of the child is being practised. Political expediency seems to ,be more the order of the day rather than the child s needs or interests. We not convinced that returning foster children to their Native culture is always in the best interests of the children. The merits of each case must be weighed and considered reserves supports has are carefully. There have been past injustices but wholesale retroactive correction of past wrongs is leading to confusion and harm The issue has also brought the role of the Children s Guardian to the forefront. We would like to see the powers of the Children s Guardian curbed, restoring the However this was not a priority assignment for Calgary's best last week. They were stalking and ticketing those Vicious, disobedient and dangerous law breakers who failed to fasten their seat belts. Bravo and Hurrah for our seat belt enforcers. Undoubtedly a job well done, Over 350 law breakers apprehended No, I did not get a ticket for not wearing a seat belt, but my home was burglarized and vandalized with inestimable loss while our police force concentrated on their priority assignment, Although the break-in was reported/at 5:10 p.m a forensic expert did not appear until 10:30 p.m. One can only assume that some officers were slow in dispensing-their quota of tickets that particular day. So much for priority assignments and the protettion of the citizens of Calgary H.H Child Welfare Appeal Panels to their, rightful role. The Appeal Panel is the place Where abuses of the child welfare system can be challenged. They should not be over-ruled by arbitrary power and unilateral. authority of the Children s Guardian The Children s Guardan should input into the appeal process, as foster parents do. The Children s Guardian needs to abide by the decision of the Appeal Panel, as foster parents do. The A.F.P.A. is looking forward to seeing the recommendations of a study. undertaken by Social Services. implemented. The Barnhorst study recommended many of the changes to the role of the Children Guardian, outlined by the A.F.P.A. This may have major implications on how the appeal panel will function. Let the Children s Guardian perform the role as advocate, and not become involved with day-t -day decisions clear decisions once and for all as to the function of the Appeal Panel, vis-a-vis the Children s Guardian Norm Bromwell Westmore Wilderness Association error DEAR EDITOR; A number of newspapers have received a letter to the editor from the Alberta Wilderness Association which contains a number of errors, I shall not attempt to answer whether these errors are deliberate or not, but I shall correct the record so that no-falsehoods exest 1. The implication that cousins Mel and Simon Elgersma became interested in raising elk a year ago, after I became Alberta's Minister of Agricuture, is totally false. The Elgersma s were making plans for entry well in advance of my appointment as Minister. 2. The allegation that the half billion dollars left in the Alberta Farm Credit Stability Program was made available to game ranchers through an announcement by me in January 1987 is also totally false. No announcement was made in 1987. The situation, in fact, is unchanged from when the program was instituted in August 1986. That is, properly licensed game farmers are eligible for funding from this program and it is up to the individual s lender to determine whether a loan will be extended my Stavely, Alberta Stavely Auction Market (Division of Balog Auctions Ltd.) Bob Balog 320-1980 3. The suggestion that Mr Bunnage was Elzinga s choice in early 1987 to head Alberta Agriculture's new. Game Ranching Section also erroneous. Mr. Bunnage in fact has been involved with game farming as part of his job description for more than 10 years. Alberta Agriculture does not have a formal Game Ranching section. As, head of the Animal Breeding section, Mr, Bunnage is responsible for supervision of the areas of reproductive physiology and artificial insemination for all domestic livestock species, beef cattle and genetics, and beef cattle performance testing. It has also been implied that the is Department of Agriculture has financially supported the Elgersma s game farming endeavour. Again this is totally false, as they have received support only through our Crow Benefit Offset Program and Fertilizer rehates as have thousands of other farmers in Alberta. Thank you for allowing me to correct these distortions, Yours sincerely, Peter Elzinga Minister of Agriculture 549-3838 F rank Mcinenly 485-2440 Les Mcintyr -485-6003 Young, Parkyn, McNab Co.
