With their project on aerodynamics, the girls took second place overall in grades 7 - 12 technology area, as well as the second place medal in the grade 7 - 8 category. In addition to their medals,-Patty and Heather pocketed 25 each for the win and anohter 50 for best use of homemade equipment. Like all good windows, they ne d to be maintained and shined to provide the full service for which they were intended, In the case ofa library, this cannot be done without adequate funding and support. It is time the citizens of Claresholm were presented with information on funding if they are to give elected representatives to town council direction regan future funding of this service ir town. The following facts sj themselves. They are derived fri the Claresholm Public Librar Annual Report of 1987. Following is a list of sources y income, the amount contributed and the percentage of the contribution Town of Claresholm, 1 (29.8 ); Alberta Culture 1 (29.2 ); Reserves 7,185 (15. Willow Creek Municipal District No. 26 4,584 (9.78 ); Memberships 4,545 (9.69 ); Fines 1,368 (2.9 ); Interest 462 (1 ); Willow Creek School Division No. 28 400 (1 Copier 378 (1 ): Donations 300, (1 ), In the year 1987 the revenue from each source was as listed above, This made a total revenue of 46,887. As we can see, we rely heavily on major contributors; the Town of Claresholm, Alberta Culture and the Willow Creek Municipal District No. 26. A breakdown of our membership reveals the following facts about our users: Family Urban 46.1 , Family Rural 23.4 , Adult Rural 4.7 , Student Rural 3.2 , Student Urban 3.8 The question must then be asked, is the monetary, support of this service in proportion to user support? We submit it is not Funding from all areas must be reassessed. Currently the funding from the M.D. of Willow Creek is the minimum requirement of 2.00 per capita as set provincial government. contribution could be increased, the majority of the M.D.s in the province have done this. We are currently receiving one of the lower appropriation of funds compared to other M.D.s in the province. Perhaps the M.D. also need to look at- allocating their grant proportionate to the tisers involved. In any case, changes are indicated To strengthen our case, for increased funding from the Town we need only lo k at surrounding library systems and the support they receive. Fort Macleod system comes closest to duplicating our situation Fort Macleod jhas a population of 3139. They have a bookstock of 14,060 and a circulation of 46. are open 25 to 21 hours per Claresholm has a popylation of 3,493, a bookstock of 17.691 anc circulation of 31,300 and we are open 29 hours per week. Note that Claresholm is open more hours and has 13,609 more books in circulation than Fort Macleod. A look at appropriation of funds of the two towns reveals some interesting facts. In 1985 Fort Macleod s appropriation of funding .adequate from the town was 22,359 and in 1987 of 28,500. This works out to 9.07 on a per capita basis. The Claresholm Library received in 1985, 14.469 from the town and in 1987, 16,164, a 4.65 on a per capita basis. Yet our circulation is more than Fort Macleod by a considerabl . amount, indicating a higher usage Why, then is our monctary support so low? We have not received an increase on a per capita basis since 1981. As you know, a with everything, operating costs are escalating, The question must be asked, how important is the library to our sown Do we deserve less support than Fort Macleod? Especially hv our user support is greater. If wint more information about situation contact a library oard member or the librarian. Some may say let the user pay. in response ta this it should be noted libraries fall under the vandate of the Library Act of Alberta, the philosophy of which is to keep libraries a protected service with open access: to all, Participation in this service is not to be limited by your financial status, in ether words only those who can afford can use. Therefore it is doubly important that we receive support from our governing bodies. If you are concerned with this situation let your elected representative know. The five rep asked council to designate the Fort Macleod portion of the 1988 Senior Citizens and Handicapped Trans- portation Grant to the Handi-Bus they hope to acquire shortly. Coun- cil will deal with the request at a later meeting when distribution of sentatives the grant for the entire municipal- ity takes place. Confirmation has been veceived from the Shriners Mounted Patrol and Buckshot that they will be attending, that weekend and will be putting on a show.
