Page 14-Claresholm Local Press, Wednesday, April 6, 1988 Newsprint mill Premier Don Getty and Forestry, Lands and Wildlife Minister LeRoy Fjordbotten announced today the provincial government's approval in principle of the Alberta Newsprint Company Ltd. Project to construct a world-scale newsprint mill near Whitecourt, Alberta. Scheduled for completion by 1990, this 360 million project will generate more than 1,100 jobs. it will have its head office based in Edmonton. The Premier stated, Alberta Newsprint Company's 220,000 metric tonne mill will be the first of its kind in Alberta. World demand for newsprint is high, and currently, Alberta imports all of its rint requirements. The printing and publishing industry should benefit trom better availability at competitive prices, The benefits of this project are significant. The creation of 375: mill and woodland jobs and 750 indirect jobs, will contribute greatly to diversification of the economy. Mr. Fjordbotten said, The province welcomes the Alberta Newsprint Company decision to locate this project here. We have the resources for a successful development: fibre which can be converted into a very high quality pulp, low cost energy, and a positive labour climate. He went on to say Alberta s reforestation and forest management practices are among the most progressive in the country. The province and the company will enter into a Forest Management . Agreement which will include strict harvesting and regrowth standards. Logging and reforestation will be carefully planned to improve the quality of habitat by creating a more diverse forest which will attract a broader range of wildlife species. range of wildlife species. Mr. Ronald Stern, Managing Director-ofthe Alberta Newsprint Company, emphasized that one of the major reasons for locating the newsprint mill in Alberta is the high standard of forest management set by the Province. An immediate start this spring is essential in order to meet customer commitments which, at the present time, exceed one-half of the mill's capacity, Mr. Stern noted. Alberta newsprint Company proposes to locate its state-of-the-art newsprint mill seven kilometres west of the town of Whitecourt. Peter Trynchy, MLL.A. for Whitecourt noted, I see widespread benefits. In addition to the new mill in the Whitecourt constituency,. communities in the entire regidn will benefilt from the logging and employment opportunities. The Fox Creek area will house the woodlands office and many of the 175 loggers dre expected to logate in the community. The company intends to encourage this by assisting with the establishment of modern maintenance facilities for logging equipment in the Fox Creek Knight area. The. company selected the Whitecourt site after a careful evaluation of several potential location. Points in favor of the Whiecourt location include: ease of construction; and cost efficiencies in accessing wood supply, water, energy and transportation. Suitable power, a major project requirment to initiate construction, is available on-site, unlike the other assessed locations which would neccessitate initial construction delays. Of the total estimated cost of 360 million, the provincial government has agreed to guarantee up to 200 million of the funds the company: will be borrowing to finance the project. The province also will provide 8.3 million toward road, rail and other service costs. Road development will be open to public access. Environment Minister, Ken Kowalski, noted that Alberta Newsprint has been cooperative and has voluntarily committed to state-of-the-art treatment technology. Mr. Kowalski stated, Alberta Environment is requiring extensive water quality testing in connection with all proposals for pulp mill development and, based on preliminary evaluations, is satisfied that this particular development can be acc: dated in an environmentally acceptable manner The company is proceeding with an Environmental Impact Assessment, which will involve public meetings in the region. Premier Getty concluded by saying, This world-scale newsprint operation in Alberta is another major step toward our government's goal of economic ersification.
