I have listed then in no particular order, 1) The residential: mill rate decreased slightly resulting in some property tax savings for the majority of homeowners. The change to market value assessment still caused difficulties for some homeowners because they had not recognized that the sale value of a property now plays a very important role in establishing assessment and thus the amount of property tax payable, 2) Water, sewer-and garbage collec: tion rates were held at the same level as previous years despite the increased costs of electricity and natural gas. 3) The final debenture payment on the arena was paid on Dee. 15, 2001; The payment included: 123,358.37 on the principle-and 14,803.06 in interest for a total of 138,161.43. 4) The final debenture payment for the northwest industrial land and servic ing was paid on Dee. 15,2001. This pay- of was mmm rie) RUBY i ln total of 96,950.74: 5) The year 2001 also saw the com- pletion of the Town's seven-year finan- cial plan which had been put in place in 1994 to accomplish the following: a) Recognize and solve the problem of approximately 200,000 in provincial government cut back of yearly grants for the year 1994 and continuing to the pre- sent time. b) To hold property taxes at as rea- sonable a level as possible, in spite of the decrease in grants, and to continue to provide services. ) To not borrow any. more money for projects until the yearly debenture pay ments had decreased from 632,223.21 in 1994 to a yearly payment been accumulated surplus of 1,200,000. if necessary to accomplish goals (a), (b), (c) as stated. I-am happy to be able to say that our financial goals were accom- plished without having to deplete the Town's cash reserves and- accumulated surplus, This means the. Town of Claresholm is in a very sound financial position with well-maintained infrastruc- ture. 6) Cast iron water mains that were developing leaks were replaced on 47th and 48th Avenues west between Ist and 2nd Streets. 7) A major replacement of the main outfall sewer main for the east side under Highway 2 was completed. For some reason this sewer main which was laid in , 1944, was run in metal culverts under the highway. The .chemicals in the sewer finally destroyed the metal causing a major cave in to take place. By way of that was the first year that Claresholm had a sewage system.
