If the Rersians lose the right to govern themselves it will be chiefly due to their land being a counter in a game which was beyond the farthest reach of Persian power. The sentiment of Britain is not solidly behind the policy of the government re- garding the eastern country. Fears. are entertained that Russia s acquisition: of a long stretch: of territory bordering on India will add to the complicated econdi- tions in that dependency and demand a huge addition to the standing army there. Whatever the outcome th partition is fraught with wide possibilities. As to the effects on Persia it is impos- sible to form a forecast. British - citizens will expect that the portion which comes under the power of their Empire will turn from discontent and. instability and pro- gress toward the goal of freedom, justice and order, as so many other parts of the globe have done under the beneficient in- fluence of the world s greatest colonizing race. The sharing of the easetrn country by the two great powers will be a matter of interest to all students of world-politics. oa VANCOUVER S DIFFICULTY. A VISFTOR from England recently made the statement that Vancouver would never be a great manufacturing- centre while the rates*of wages. there continued higher than the rates in other competing points. The common belief that for a long period to come labor will cost more on the Pacifie coast than on the Atlantic is well founded, Not for many years will workmen be able to-pursue their labor in Vancouver as cheaply as they might in Eastern Canada. The Vancouver News-Advertiser expres- ses the belief that if the obstacles to. the free importation of Asiatic labor were re- moved the city would become an import- ant manufacturing centre within. a few years and the population would be quad- rupled in a short time. The yellow work- m n would so drive down the cost of pro- duction in many industries that. Vancouv; er would be at an advantage in competing with other cities. The News-Advertiser adds, however, that European labor would then disappear entirely from industries in which the foreigners could be used. Reflection on what Vancouver might be made produce extraordinarily alluring visions for the citizens. But inviting the hordes, of Asia by dropping the barriers llers in passenger coaches standing at the station. - , As a sign, such g.4t Vice possesses the utmost usefulness. At night it is almost impossible for passengers on trains in the West to discover the identity of the towns through which they are passing. A sign with the name of the place attracts their attention because it is helpful to them. It has an appeal.on account of ifs extreme utility, and is the very best place in which to advertise a city s advantages. When a traveller s curiosity as to the name of the municipality in which he is hasbeen sat- isfied he is in the proper mood in which to note and remember the information re- garding the place which is then presented to his attention. ay Medieine Hat should haye a large elec- trie sign near the- station. The signs which have been placed along the railway at a distance from the station are adver- tisemenis only for those whose trains pass this point during the day. There are thousands of passengers who weekly pass through Medicine Hat at night. An effort, should be made to reach every person who comes in contact with the city. We should not be content with informing only half the body of travellers. As the city owns its electrical system, the cost of a sign would he small. The coun- cil should lose no more time in havirig one prepared. . AGAIN a visitor has told us that the fea- ture which first arrested his attention after arrival was theibprning of the gas ali day- Towns which find advertisements in their economies are passing few. * wwonld reverse the hopes of every loyal British Columbian. The aspirations of a generation would pass away at a. breath.
