Salt Lake City, Utah, Sept. 26 No convention ever held by the National Irrigation Congress in twenty-one years of its history was ever greeted with more perfect arrangements than the one about to open in this city. Whea the Utah delegates stood up, for. Salt Lake City at the convention last year and succeeded. in having it selected out of a long lst of rivals, they promised a demonstration that that the Tangements are about would be record-breaker. and. now completed, their promise is seen to have been no extravagance. Headquarters for the Congress were opened. today. The advance guard of the delegates. and visitors has olready put in an appearance, Dut the big rugh will pat he on until the end of the. week. The gathering will. get down to busines Monday morning an dthe sessions will be con- inued four days. 1 The Governor of Utsh and the Mayor and business men of Salt Lake City have co-operated with Senator Francis G. The first. meeting of the Congress was held twenty-ione years ago in Salt Lake City, which has since become the centre of the splendid. empire which rrigation has reclaimed from the great American desert Seigneur of Sark Goes on Rampage There Was Lively Time on Little Island: in British Chann Loudon, Sept. 25. An exciting oc- currence took place recently in tho Seigneurie: of: the Island of Sark: William Frederick Collings, Seig- neur of Sark, was charged at the lo- cal police court with threatening to shoot George Connock Lovibond, a London visitor, and with threatening his daughter, Miss Doris Collings. Whe gvidence was that Mr. Lovi- bond was invited to stay at the Sark Sengneurie on Aug. 24, and in conse- quence of something he saw he ad- vised Misa Collings to sleep with her door locked. Half aff hour after he had gone to bed he heard screams, and going downstairs found the Sieg- over the bannister. was bleeding at the nose and a tooth was broken, Mr. ovibond got away from her father and the Seig- meur went for a gun, Mr. Lovibond and Miss Collings barricaded them - selves in their rooms, and the Seig- neur came to both doors and tried to foree an entrance. Mr. Lovibond later saw him in the grounds with a rifle. He slipped out of his room with the idea of getting Miss Col- lings out of the house, and as he crossed the grounds he was fired at by the Seigneur. The Seigneur was remanded for a fortnight in order that the state o +his-mind might be inquired into. This is not the first time that he has attracted publicity. As long ago as 1903 Mr. Collings was brought before the high court of Sark on a charge of riding down the viear and of threatening him with a sti with an epology and the binding over, of the Seigneur for twelve months. About the same time a visitor con- fided to Truth that he was virtually driven out of the island by the behavior of Mr, Collings, who was riding about with a stick, with which he threatened td attack any one he came across, As Sark is only three miles long from north to south, and a mile and a half. im extras breadth, the diffi- culty of dodging an aggressive Deig- neur must be obvious. ' * The island has a resident popula - tion of between 500 and 600, largely increased at holiday times, the at- traction being the magnificent cliff seenery and caves. It is divided in- to two unequal parts, known as Great and Little Sark, conneoted by lofty and narrow, isthmas. On Great Sark are the majority of the houses, the church and the Seienen or manor house. . ThE Seigneur of Sark is in virtue of sonage on the island. In the rei ot Elizabeth, Helier de Carteret, Seigneur of St. Oue, Jersey, obtain- ed permission from the Queen to found a colony of Jersey folk . on Sark, which was then uninhabited and the resort of pirates and tucca- neers. Becoming Siegneur of the is- land, he-eeded portions of it con- ditionally to his retainers. In 1712 the - Garerer. family- sold their Seignorial rights to James Mil- hovses and gives leave for the Court of Chefsplaid to sit, and over its or- dinances he-has power to veto. 487 Proposals in Two Days Chicago American Two days ago Olga Petrova, anac- tress, advertised for a temporary hus- band. Since the appearance of the advertisement she has received 487 proposals of marriage, but had about decided to not marry at all, It 1s believed she has the world s re- cord for number of proposals in 48 hours. Never-did I dream that there were so many fools in the world, she sald - today. Why, they are not satisfied with writing thefr Proposals; they wail for me on the Street corners and at the. hotel. London, Sept. 26 It is reported from Holland that the final stages of the romantic search for the million dollars of gold bullion lost over a hundred years ago in the wreck of the British frigate Lutine, are now within measurabe distance. Oft the Terseheling, Holland, the expedition sent to recover they gold by the National Salvage Association, under Captain Gardiner, has. been Quietly working for the last few months, and, after long efforts, the ivers had ' located and actually touched the gold, when heary weath- er drove the expedition back to port.
