FOSTER S INCONSISTENCY. HON. GEORGE E. FOSTER made an-able speech onthe naval question. He al- ways does make a good speech. But his defence against the charge of inconsistency in the stand he takes today compared with that which he took in 1909, while i ious, ean hardly be accepted by the public as sat- isfaetory. Speaking on this point in the House on Wednesday, he is reported as say- ing: te has been suggested that gentlemen who voted for that resolution in 1909 are inconsistent now when they support the proposition of the government as placed be- fore the house in that the resolution cut out tempdorafy or occasional contributions and in that it declared that the policy was to build a Canadian naval service and that the present policy of the government contravenes both of those, and therefore gentlemen who support it today are inconsistent compared with their action in 1909. The amendment which my right honorable friend (Laurier) moved, had in it the words the payment of any stated contribution , these words were exorcised and. the words that were put in were periodical contributions, different- fating absolutely between the time of need, the period of emergency, and the settled normal policy that should rule with regard to the matter. the alleged inconsistency disap founded upon it falls to the groung. But now, when the emergency, if there be one; is not nearly so acute, he proposes to make a cash contribution and yet tries to make the people of this country believe he is consistent. A public man has a perfect right to change his mind if he can-show good reason. Foster has apparently changed his views, although he says he has not. His attitude is changed but he says there is no reason for the change as he does not admit He eer stands condemned of trying to re- concile what people will consider conflicting positions, without giving any explanation showing any change of opinion: -The-only explanation that can be offered is that po- litical contingencies make it necessary for Mr. Foster to switeh around and put the best-face he can on it. aR pe ee THIS DAY IN CANADIAN HISTORY: 5 DECEMBER TWENTIETH. The steel Cantilever Bridge, built for the Michigan Central and Canadian Southern raifways-across the Nis- gara River below the Falls, was opened on December 20, 1883. It was the first bridge of its kind to span Canadian waters. It has a total length of 910 feet, with a clear span of 495 feet between its towers, and is 245 feet above the surface of the river. The opening and testing of the bridge brought together great crowds of people, who waited patiently for hours, though the day was cold and frosty. Early in the morning elght heavy engines, coup- Jed together, steamed across the bridge.
