Senator Harding is the R*publi- ran t'hoice for the presidency of1 ihe United States, which tho dele-J i ates seevn to have been convinced means that ho is to bo the next hief executive of tbe United States. That Ihey would win, whoever tbey selected as leader, and whoever tho Democrats may Select, appears to have gone at Uio convention as one of the things to he taken for granted. For tho Hepublicans did not, jrather in the notion that they had to find a Moses to lead them out of the wilderness. Rather with a buoyant assurance that they are ffoing to march out anyway, anil that the only point to be settled was who should havo the honor of ' orryrtig rtte flag. President Wilson, the delegates seemed to think, had indicated the road writh all necessary clearness, and all they had to do was take the opposite direction. That the winner in the nomination run was a dark horse does uot therefor prejudice the Republican chances to the same extent as though the party was without a defined policy, was suffering from loss of enthusiasm and general debility, and had to have a leader who could both show the way and inspire his followers. It is dearly a case of the party carrying the man along rather than b 1 lt; l -I i l a 1 t c ( c i r c 8 I S t c 6 f f i i i t t i t i ing dragged along by him; but the party seems sure that it has momentum enough for the job.I In other countries the selection of a comparative unknown' as- a party leader on the eve of election is usually tho result of weakness and tho prelude to defeat. If. S. politics, however, have traditions of their own in that respect; and Senator Harding was not chosen as the leader of a forlorn hope that nobody else ivant- ed to head. Even William Jennings Bryan, whose special business in life' is to keep the Democrats out lt;oT the Slough of Despond, would not likely deny that I there is actually a fair chance that the Republicans may win. World conditions in these peculiar times give outsiders the right to feel a more than usual interest in thc coming Presidential contest. For the main issue in that contest is to be the League ol Nations. By the covenant thc Democrats are to stand or fall, if Mr. Wilson has his way, and his influence is likely to go far itt shaping ti,,- imn - policy at San I raneisoo. In nuy event the party that is tied up to tiie League, will ' be held responsible for it. and will be comppllfdtoeitherdefeud itas an item still on the program or to * WWW it ns an aberration of the Pttttdeirt that tho party was pow- rrlr-ss to prevent. Kath'or than -Hn party the prosprnt is that lhe Democrats will ba gt;-k the League covenant for ratification as il stuwift If 'he lU-publirans win. th* covenant will not. 1.- ratified, j'ither with or without reservation The Root resolution, adopted by fhe convention on Friday, repud- intes the League root nnd branch,---and proposes-instead tt inter-national concert for the preservation of peace. The League is already a faet, on paper. Bnt thc conditions, .in Kurope, and the fact that the Towers are continuing to build navies and train future armies qs though thero were no League, be- speak the helplessness of jhat supposed regulator of gt;nt*nia*tion- al conduct as at presto* constituted. Thc prospect must be rocog- mzed that unless the Democrats win and ratify the jJeace treaty including iiie LvHgli* L'lHIWHl, lfi lt; whole League' scheme will collapse. The United States holds the deciding vote, and if it votes
