Issue: Federal politics; two right-wing parties, the Reform Party of Canada and the Progressive Conservative Party of Canada, split the conservative vote. At the 'Winds of Change Conference', one cow says 'white with brown spots' as another says 'brown with white spots.' Original cartoon is in colour.
