Tom Innes was the political cartoonist for the Calgary Herald newspaper. Issue: Falling international oil prices early in 1983 force Ottawa and Alberta to discuss 1981 price accords. In mid April Ottawa suggests an 11% reduction in the natural gas export price, hopefully to improve Canadian gas marketing to the United States.
